ICT MANAGER

JOB PURPOSE:

Reporting to the CEO, the ICT Manager will provide strategic and operational leadership in managing Kingdom Sacco’s information and communication technology systems. The role involves ensuring that ICT infrastructure, systems, cybersecurity, and digital solutions are secure, efficient, and aligned with the Sacco’s strategic objectives. The ICT Manager will drive innovation, enhance service delivery, and safeguard member data to support growth, regulatory compliance, and superior member experience.

KEY RESPONSIBILITIES:

  1. ICT Strategy & Governance
  • Develop, implement, and periodically review ICT policies, procedures, and strategies in line with Sacco objectives and regulatory requirements (SASRA, Data Protection Act).
  • Ensure ICT governance, risk management, and compliance frameworks are effectively implemented.
  • Champion digital transformation and innovation to improve operational efficiency and member service delivery.
  1. Systems & Infrastructure Management
  • Oversee implementation, maintenance, and upgrade of the Core Banking System (CBS) and related digital channels (mobile banking, agency banking, internet banking, ATMs).
  • Ensure effective management of ICT infrastructure including servers, networks (LAN, WAN, VPN), databases, and end-user devices.
  • Ensure high system availability, reliability, scalability, and disaster recovery readiness.
  1. Cybersecurity & Data Protection
  • Implement robust information security measures to safeguard member data and Sacco assets.
  • Monitor security threats, conduct periodic security audits, and ensure adherence to the Data Protection Act.
  • Coordinate business continuity planning (BCP) and disaster recovery (DR) drills.
  1. Service Delivery & Support
  • Ensure reliable ICT support services are provided to staff and members to enhance efficiency and satisfaction.
  • Monitor performance of ICT systems and continuously improve uptime, response, and member experience.
  • Manage ICT helpdesk and resolve escalated issues promptly.
  1. Vendor & Project Management
  • Manage vendor relationships, ensuring value-for-money procurement and quality service delivery.
  • Lead ICT projects including business case development, RFPs, project implementation, and reporting.
  • Optimize ICT costs through effective sourcing, contract management, and use of emerging technologies.
  1. Leadership & Capacity Building
  • Provide leadership and mentorship to ICT staff to build a high-performing team.
  • Promote a culture of innovation, accountability, and continuous learning.
  • Collaborate with management teams to align ICT with business needs.

QUALIFICATIONS AND COMPETENCIES:

  1. Bachelor’s degree in ICT, Computer Science, Information Systems, or related field.
  2. Professional certifications in ICT and security such as CCNA, CISA, CISM, CISSP, ITIL, or equivalent.
  3. Minimum 5 years’ ICT experience, at least 3 years in management within financial services or regulated institutions.
  4. Demonstrated experience in:
    • Core Banking Systems and integration with digital channels.
    • ICT infrastructure management (servers, networks, databases, virtualization, cloud).
    • Cybersecurity frameworks and compliance with regulatory requirements.
    • Data analytics, reporting tools, and ICT support services.
  5. Strong leadership, problem-solving, and project management skills.
  6. Excellent communication and interpersonal skills with ability to engage at all organizational levels.
  7. High integrity, sound judgment, and commitment to professional ethics.
